The municipality of Leppävirta has made determined progress in its lighting infrastructure projects in stages, utilizing C2 SmartLight's innovative solutions. C2 SmartLight's central control, light as a service rental model, and the electronic documentation solution C2 SmartInventory for managing inventory data have made lighting modernization easy and resource-wise, saving not only energy, but also the municipality's human resources. Municipal engineer Jani Nissinen emphasizes that even a small municipality has a chance to succeed in demanding projects when the partner and tools are right.

Leppävirta's lighting infrastructure development steps
Leppävirta has progressed in the modernization of lighting in a planned manner, and part of the street lighting has already been upgraded to led lighting as rental model projects in 2023 and 2024. The work will continue in 2025. Energy efficiency is a key goal in the municipality's strategy, and the introduction of intelligently controlled led lighting significantly supports this goal. The municipality already uses dimming profiles and implements additional dimming during snowy periods, which results in even greater savings.
The municipality of Leppävirta has approximately 2,700 lighting points, more than half of which have already been upgraded to led lights. The cooperation with C2 SmartLight that started in 2020 has been a key factor in the modernization of the municipality's lighting. After the acquisition of the central control system, an inventory was taken of the street lighting and sports facilities in order to know the condition of the infrastructure and the needs for renovation.
"We have around 700 lighting points that are still waiting to be upgraded to led technology," says Nissinen. "The goal is that in the next few years, all the lighting in the municipality will be led." The municipality's sports facilities are also covered by central control, the municipality has already introduced C2 SmartPlay push-button control on a few fields, and the lighting of the fitness track will also be renovated next year.

The Leppävirta inventory and modernization project has been implemented in stages. After the inventories, the information was stored in the C2 SmartInventory system, which has enabled quick and accurate asset management. "C2 SmartLight's solutions have made it easier, especially in filling in the gaps in the documentation, and ensured that we know exactly what we own," explains Nissinen.
Situation awareness solution for management
The C2IS TIKU Light situation awareness solution is the next step in managing Leppävirta’s lighting. It enables municipalities to transition from partially unmanaged lighting infrastructure maintenance to information management. C2IS TIKU Light offers many benefits, such as long-term asset planning and maintenance monitoring capabilities.
Municipal Engineer Jani Nissinen is looking forward to what TIKU Light will bring: “With TIKU Light, we will be able to utilize lighting asset inventory data more effectively and plan maintenance proactively. I hope it will help manage the maintenance backlog and facilitate long-term planning."
The rental model eases the challenges of small municipalities
Leppävirta has used the rental model of C2 SmartLight in updating the lighting to led technology. The model works especially for small municipalities that do not have their own electrical engineers or large technical resources. Nissinen emphasizes the benefits of the rental model: "Cooperation with C2 SmartLight has been smooth, and lighting maintenance is significantly easier with their services. This is an easy solution for small municipalities that do not have the opportunity to maintain their own electricity department."
The keys to success with small resources
Leppävirta has managed to modernize its lighting despite its small resources. Nissinen summarizes the key success factors: "Although this is not really treated as an investment, we have been able to replace hundreds of lamps with a light organizational effort. This has been a great success, considering the municipality's limited resources."
