Jyväskylä saves energy with targeted light control.
Lighting is a pride and a subject of investment for the city of Jyväskylä. In 2009, the internationally acclaimed city of light renewed its outdoor lighting control system with the C2 SmartLight control system, and at the same time replaced old mercury luminaires with new, lower-energy and longer-lasting led luminaires. With the renovation, the city of Jyväskylä saves annually 600,000 euros.
Background
When Jyväskylä, Jyväskylä's rural municipality and Korpilahti merged at the beginning of 2009, the amount of outdoor lighting to be managed increased from 19,000 luminaires to 28,000 luminaires. There were several different lighting control technologies and different ways of receiving fault reports, and the mercury lamps used in old luminaires were leaving the market in spring 2015. Jyväskylän Energia and Vattenfall, which had previously controlled outdoor lighting, were discontinuing their lighting control services. In addition, the City of Jyväskylä had committed itself to reducing energy consumption by 9% by 2016 and by 20% by 2020, in accordance with the Municipal Energy Efficiency Agreement. The need to assess the overall situation of street lighting was clear.
Jyväskylä received substantial investment support for the renewal of outdoor lighting. The financing utilized the ESCO concept, in which the savings generated by the energy investment pay for the acquisition costs.
- We chose the C2 SmartLight solution for the command, control and maintenance monitoring of street lights because it meets the technical requirements of the city and does not require us to maintain new information systems, says the deputy city engineer Kari Ström.
Safe and comfortable urban lighting
In connection with the project, 14,600 luminaires using old technology were replaced and a smart C2 SmartLight system was installed to control the city's 426 outdoor lighting centers. The lighting on and off times were specified e.g. introducing a three-stage staggered summer break and night shutdowns of smaller roads and park lighting.
For example, for night burn times, public roads were classified into three groups: group A: public roads from which lighting should not be switched off (11 sites), group B: public roads from which lighting is switched off at night from 01-04 (10 sites), and group C: public roads from which lighting is switched off at night between 00 and 05 (21 sites). In residential areas, it was decided to carry out night burn times between 00-05 on weekdays and 04-06 on weekends. The night shutdowns in the industrial areas are scheduled for 11 pm to 5 am, and the night shutdowns in the separate parks are scheduled for 10 pm to 7 am. The lighting of the grid plan center, urban centers and main traffic routes will be kept on all night.
Result of 40% energy savings
The goal of the eco-friendly outdoor lighting project was to upgrade the city’s lighting and its control to meet today’s needs, thus saving both energy and the environment. In areas with a high population and traffic, lighting should be efficient; in less trafficked areas, on the other hand, the amount of lighting can be saved, for example, at night without compromising safety. The target was set at 20% annual energy savings, which must be achieved by 2017. The energy consumption in 2008 was used as a reference. The result was achieved by upgrading the luminaires to lower-energy LED luminaires and using the C2 SmartLight lighting control system for lighting control, which could be used to control the lighting to operate in the right place at the right time.
By the end of 2013, the total savings had accumulated 25,1%. By the end of 2014, refining the lighting control method alone saved 27,2% of energy consumption. The City of Jyväskylä has estimated that the city has saved more than 40% of the energy used for outdoor lighting by replacing the luminaires included in the Environmentally Friendly Outdoor Lighting project and rationalizing the lighting.
The investment has already paid back with the energy savings made.

In connection with the event, the City of Jyväskylä has also implemented permanent intelligent lighting projects that are controlled with C2 SmartLight solutions.
